Environment and Climate Change Canada released the Regulatory Design Paper on the Clean Fuel Standard on December 20, 2018. The Clean Fuel Standard will accelerate Canada’s transition to a low carbon future by stimulating investments in clean technology and low carbon fuels. Sharing the Regulatory Design Paper is part of Canada’s ongoing consultation process with provinces and territories, industry, and other stakeholders to develop the Clean Fuel Standard. The Government is committed to working with stakeholders to conduct robust technical and economic analysis to ensure that the standard achieves its goal while maintaining competitiveness. Thank you for your participation in the CFS Multi-stakeholder Consultative Committee over the past year, your input has been key to the development of the Clean Fuel Standard Regulatory Design Paper.

The regulatory design paper document can be obtained on the Environment and Climate Change Canada’s Clean Fuel Standard Webpage and on the Clean Fuel Standard Google Drive. Interested parties were invited to submit comments on the Regulatory Design Paper before February 1st, 2019.

On May 28, 2018 Environment and Climate Change Canada released for comment a paper outlining the proposed compliance options for facilities covered by the federal output-based pricing system (OBPS). This paper is available online here

The paper includes proposed use and eligibility of offset and surplus credits under the federal OBPS as well as rules for emissions trading.
